USF Position Paper on the Large-Scale Review: Our Vision for the Future of the European Public Service

As the discussions surrounding the Large-Scale Review (LSR) continue, and ahead of the presentation of the HR Workstreams’ outcomes, the Union Syndicale Fédérale (USF) wishes to share the position it has consistently defended throughout the process.

The USF Position Paper on the Large-Scale Review reflects months of discussion, consultation, compromise and collective work across our organisations. More importantly, it sets out a clear vision of the kind of European public service we believe staff and citizens deserve.

USF is a committed supporter of an efficient, professional and well-resourced European public service whose primary mission is to serve European citizens. We believe that administrative reform must strengthen, not weaken, the public-interest values on which the European institutions are built.

We advocate for a Commission that leads by example. This means resisting management practices imported from the corporate world when they are incompatible with the public service mission, and instead promoting genuine participation, bottom-up approaches and transparent decision-making. Such an approach is essential for ensuring respect for the fundamental rights and values that the European Union is committed to uphold.

USF also believes that Europe must strengthen its digital and technological sovereignty. The institutions need an ambitious and coherent strategy to increase the strategic autonomy of their IT solutions and public-administration infrastructures. Investing in internal expertise, sustainable digital solutions and technological independence is not only a question of efficiency, but also of resilience and democratic accountability.

The Large-Scale Review process has generated many proposals and perspectives. Throughout these discussions, USF has consistently defended the interests of staff while promoting a strong, modern and citizen-oriented European public administration. The publication of this position paper is part of that ongoing commitment.
