The Pact is a follow up to the Social Partners Summit (Val Duchesse, January 2024) whose aim was to rebuild trust between Cross sector partners by fostering social dialogue since the breakdown of the cross-sectoral negotiations on telework and right to disconnect. \u2013 and which issued a <a href=\"https:\/\/employment-social-affairs.ec.europa.eu\/policies-and-activities\/eu-employment-policies\/social-dialogue\/val-duchesse-social-partner-summit_en\">\u201cTripartite declaration for a thriving European social dialogue<\/a>\u201d. \u00a0The Pact reflects priority areas, notably:<\/p>\n<ul>\n<li>recognition that striking agreements is part of EU social dialogue<\/li>\n<li>exchange with social partners on the procedure to decide to implement by a directive a social partner agreement<\/li>\n<li>Social Dialogue Envoy to be appointed and special mechanism to deal with problems with national or EU social to be implemented<\/li>\n<li>more meaningful consultation of social partners on Commission priority dossiers, going beyond social policy and being carried out ahead of the adoption of Commission\u2019s work programme*<\/li>\n<li>Redefinition of competitiveness based on social justice, environmental sustainability, quality jobs and public services, not only on productivity<\/li>\n<li>the Commission will work jointly with social partners on the drafting of a \u201cQuality Jobs Roadmap\u201d to be issued in 2025<\/li>\n<\/ul>\n<p>Read more:\u00a0<a href=\"https:\/\/employment-social-affairs.ec.europa.eu\/document\/download\/93c513bd-9faa-4ba7-a4c7-9a06505790fc_en?filename=Pact%20for%20European%20Social%20Dialogue_signed%20version.pdf\">Text of the Pact here<\/a> &#8211; <a href=\"https:\/\/www.epsu.org\/article\/cross-sectoral-social-partners-sign-pact-social-dialogue\">EPSU press release<\/a>, ETUC <a href=\"https:\/\/www.etuc.org\/en\/pressrelease\/etuc-signs-pact-european-social-dialogue\">press release<\/a><\/p>\n<p><a href=\"https:\/\/employment-social-affairs.ec.europa.eu\/news\/commission-and-social-partners-sign-joint-pact-strengthen-social-dialogue-europe-2025-03-05_en\">European Commission News article<\/a><\/p>\n<h4><strong>USF\u2019s Advocacy for Enhanced Social Dialogue<\/strong><\/h4>\n<p>Union Syndicale F\u00e9d\u00e9rale (USF), representing European civil servants and officials, has long championed stronger social dialogue mechanisms within the EU institutions. Its strategic plan for 2023\u20132027 outlines a commitment to advancing collective bargaining and addressing the lack of real dialogue within many EU bodies. USF has also taken legal action, including against the European Commission, to defend and enforce the rights of public service unions to be heard and involved in decision-making processes.<\/p>\n<p>The principles set out in the new Pact\u2014such as better consultation practices and a new mechanism to resolve social dialogue issues\u2014directly echo USF\u2019s priorities. As such, this Pact will certainly have a significant impact on USF\u2019s ongoing work, reinforcing its position and lending new momentum to its efforts to institutionalize meaningful, enforceable dialogue between staff unions and EU institutions.<\/p>\n<p>The convergence of USF\u2019s strategic objectives and EPSU\u2019s advocacy reflects a strong, unified commitment to strengthening social dialogue in EU public services.
