No agreement cancelling our rights to access the SSN in Italy<\/strong><\/em><\/h3>\n

Dear colleagues,\u00a0<\/span><\/p>\n

We feel it is our duty to inform you that also thanks to all the efforts of our union,<\/span>\u00a0<\/span>USF<\/span><\/a>,<\/span>\u00a0and its affiliates, the agreement between the Italian State and the European Commission on the \u201cweakened\u201d Tessera Sanitaria, scheduled on 27<\/span>th<\/span>\u00a0March, was NOT signed! We currently are not aware if and when the signature will be re-scheduled but we will continue to do our best for our requests to be accepted.<\/span><\/p>\n

Today we will have the opportunity to meet with\u00a0<\/span>Commissioner Piotr Serafin<\/span>\u00a0who will visit the JRC in Ispra. Together with representatives from ISCA and Art.32 we will insist for more clarity and collaboration in order to achieve a common objective namely, a fair agreement which is sustainable both legally and economically.<\/span><\/p>\n

We will update you further after this meeting and in the meantime we would like to remind you to sign the petition launched by the staff assembly following the<\/span>\u00a0<\/span>resolution which was approved against the agreement proposed by HR PMO<\/span><\/a>.<\/span><\/p>\n

Dear colleagues,<\/span><\/p>\n

Yesterday, 26th March 2025, a General Assembly of the personnel of the European Institutions residing in Italy convened.\u00a0<\/span><\/p>\n

A total of 625 individuals (active and retired staff) attended this assembly.<\/span><\/p>\n

The aforementioned personnel are deeply troubled by the agreement signed between the Pay Master Office (PMO)\/Human Resources Directorate and a department of the Italian Ministry of Health.\u00a0<\/span><\/p>\n

This agreement purports to cancel the mandatory registration requirement to the National Health Service (SSN) for all Italian residents, as stipulated by Article 32 of the Italian Constitution and its subsequent implementation through Law 833\/1978.<\/span><\/p>\n

The petition approved by this assembly is attached\u00a0<\/span><\/a>and elucidates the shortcomings of the agreement. It lacks a legal foundation, is inconsistent, references to incorrect normative frameworks, omits pertinent legal references, and exhibits discriminatory tendencies.\u00a0<\/span><\/p>\n

This demonstrates a profound disregard for the legal framework. Furthermore, it raises pertinent questions regarding the extent to which the agreement has been read and understood by all parties involved.<\/span><\/p>\n

In light of these concerns, the assembly urges all concerned parties to promptly respond and cancel the signature of the agreement.\u00a0<\/span><\/p>\n

This action is necessary to restore the due legitimacy of the document and prevent an absurd situation from arising.<\/span><\/p>\n
