A similar solution is being negotiated for Belgium. Union Syndicale fully supports these initiatives, if the use of the national scheme remains voluntary, allowing affiliates to exercise their freedom of choice.<\/p>\n<\/div><\/div><div class=\"w-separator size_huge\"><\/div><\/div><\/div><\/div><div class=\"vc_col-sm-2 wpb_column vc_column_container\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><\/div><\/div><\/div><\/div><\/div><\/section><section class=\"l-section wpb_row height_auto\"><div class=\"l-section-h i-cf\"><div class=\"g-cols vc_row via_flex valign_top type_default stacking_default\" style=\"--additional-gap:30px;\"><div class=\"vc_col-sm-6 wpb_column vc_column_container\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column us_custom_432d3f53\"><div class=\"wpb_wrapper\"><p>The health insurance scheme for EU staff members, the Joint Sickness Insurance Scheme (JSIS), is one of the most important elements of the social security coverage of EU staff because it provides health care coverage not only for staff and retired staff, but also for many dependents.<\/p>\n<p>The EU health insurance scheme has numerous positive points, just to mention the most important ones:<\/p>\n<p>\u2022 A relatively low contribution of 1.7% of the basic salary,<br \/>\n\u2022 Very broad coverage, including many medical costs not covered in the Member States (for instance glasses and dental care above 18 years);<br \/>\n\u2022 Complete freedom of choice, allowing the affiliate to freely choose a care provider (in many Member States the freedom of choice is limited);<br \/>\n\u2022 Truly European coverage, making it possible to seek medical care all over the EU (in many Member States the reimbursement of cross border care is far from easy).<\/p>\n<\/div><\/div><div class=\"w-separator size_medium\"><\/div><\/div><\/div><\/div><div class=\"vc_col-sm-6 wpb_column vc_column_container\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column us_custom_432d3f53\"><div class=\"wpb_wrapper\"><p>However, the scheme has however also some downsides:<\/p>\n<ul>\n<li>Outdated ceilings, meaning that for a number of treatments a reimbursement of 80\/85% as foreseen in the Staff Regulations is not guaranteed ;<\/li>\n<li>Ceilings not adjusted to the health care price level in the various Member States ;<\/li>\n<li>Many health care providers outside Brussels are not familiar with the rules and procedures of the scheme simply because they never dealt with it or try to unduly benefit from it (overcharge);<\/li>\n<li>As foreseen in the rules, reimbursement can be refused in case a treatment is deemed not medically necessary, despite the opinion of the doctor concerned.<\/li>\n<\/ul>\n<\/div><\/div><div class=\"w-separator size_medium\"><\/div><\/div><\/div><\/div><\/div><\/div><\/section><section class=\"l-section wpb_row height_medium\"><div class=\"l-section-h i-cf\"><div class=\"g-cols vc_row via_flex valign_top type_boxes stacking_default\"><div class=\"vc_col-sm-12 wpb_column vc_column_container cornerlefttop has_bg_color\"><div class=\"vc_column-inner us_custom_5dc3df59\"><div class=\"wpb_wrapper\"><div class=\"g-cols wpb_row via_flex valign_top type_default stacking_default\"><div class=\"vc_col-sm-6 wpb_column vc_column_container\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column us_custom_432d3f53\"><div class=\"wpb_wrapper\"><p>US has raised and will continue to raise these issues, proposing practical improvements.<\/p>\n<p>Several years ago, the Paymaster\u2019s Office (PMO) set up a working group to revise and modernise the rules of JSIS. Union Syndicale is represented in the working group and although the process is long and laborious, US is striving to achieve the following main objectives:<br \/>\n\u2013 an update of the ceilings as well as an automatic mechanism to keep the ceilings up-to-date<br \/>\n\u2013 a modernisation of the rules, updating many outdated or overly complicated procedures<br \/>\n\u2013 a streamlining of the rules, making them easier to read and understand<br \/>\n\u2013 an effective procedure to adjust the ceiling for the health care prices in the various Member States and inform care providers of the existence of the EU sickness insurance scheme.<\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"vc_col-sm-6 wpb_column vc_column_container\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column us_custom_432d3f53\"><div class=\"wpb_wrapper\"><p>For many years US stood and will continue to stand ready to advice and support its members when confronted with difficulties related to the Joint Sickness Insurance Scheme.
